PRELIMINARY BACKGROUND APPLICATION – Police Officer
(Rev 03/2022)

Instructions to the Applicant

The information you provide in this Preliminary Background Application will be used in the background investigation to assist in determining your suitability for the position of City of Los Santos Police Officer, in accordance with San Andreas POST Commission Regulation 1953.
  • • It is your responsibility to complete this form and provide all required information.

    • This document must be filled out electronically and printed.

    • You must respond to all items and questions. If a question does not apply to you, write “DNA” (does not apply) in the space provided.

    • Send the completed form to your background investigator or the department. Do NOT send the form to POST.

(( Your application must be titled "Firstname Lastname. ))

(( Your answers should only replace the fields that say "Answer." It should not extend outside the color code box. ))

(( Do not edit the application format in any way. You may add additional fields to any area or questions or replace hyperlinks with DNA. ))

(( You may be non-select if your application is put on "Pending" status more than twice for formatting issues or missing questions. This is also the case in character. ))

(( Upon completion of this application, your character will undergo a 'psychological evaluation'. This is entirely an NPC process. It is your responsibility to inform the Personnel and Training Division if your psychological evaluation fails or shows any concerns. ))

Disqualification

There are very few automatic bases for rejection. Even issues of prior misconduct, such as prior illegal drug use, driving under the influence, theft, or even arrest or conviction are usually not, in and of themselves, automatically disqualifying. However, deliberate misstatements or omissions can and often will result in your application being rejected, regardless of the nature or reason for the misstatements/omissions. In fact, the number one reason individuals “fail” background investigations is because they deliberately withhold or misrepresent job-relevant information from their prospective employer.

BOTTOM LINE: You are responsible for providing complete, accurate, and truthful responses.

Please be aware that the information may not be totally accurate, it's been 8 years. This applies to the information listed in the rest of the application, including the dates in job experience which asks how long was Kenneth an LSPD employee for - these are only estimations based on distant memory and decided character background.

32. Attach a copy of your character's background story:
  • Spoiler: show

Kenneth was born in Los Santos, his parents lived in an appartment complex in Rodeo. When he was 11 years old and home alone, faulty electronics caused a fire in the below appartment. This was a very traumatic experience for Kenneth. Luckily, a police officer of the Los Santos Police Department rushed in at the risk of his own safety, and managed to rescue him from the smoke-filled appartment. Since then, Kenneth has idolized public servants and those who put others before themselves, promising to return the good deed by giving to others and supporting them in their need.

As he worked through school, he participated in community service projects which only fostered his skills and desire to serve and protect his community. He learned that being a police officer means more than just enforcing the law; it's about building relationships, understanding the unique challenges each individual faces, and being a beacon of hope in difficult times. In high school, Kenneth took part in a law enforcement program, where he gained insight into the responsibilities of police officers and especially the importance of integrity and ethics.

For the most part, Kenneth's journey through the ranks of the police department were uneventful. During his days working for the Uniformed Services Division as a Police Officer III, his mentor, police detective Frank Maldonado, was killed in line of duty, by a supposed confidential informant, who faked support to lead Frank into a trap. However, no evidence was tied to the murder, leaving the most likely suspect free. This had major impact on Kenneth. For a while he became quite distant, especially with befriending other colleagues. This stopped when Kenneth married to his wife Laura and had a daughter together.

Kenneth rarely had conflicts with other officers. Sometimes his stubbornness got the better of him, he received an admonisment here, an official reprimand there, but for the most part he tried to maintain respectful working relations with his coworkers. He quickly found out that the thankless dream job that he thought about since childhood wasn't what he thought it would be. For the most part, serving the community fulfilled him, but on somedays he had to see things noone should ever see, such is the life of a police officer, and life isn't always the same after that.

With a strong sence for finding justice and passing the Detective Exam, Kenneth wanted to do all he could to make sure no other murders remain unpunished, often taking work problems home and creating a toxic environment, which eventually caused a non-fixable wound in his relationship with his wife. What goes around, comes around, and the inevitable eventually happened. Kenneth was investigating a murder of a reporter, and the lead suspect followed him home, and invaded next morning. Thankfully, Laura was able to press the panic alarm, and Kenneth was able to return in time with backup to prevent the suspect from harming his family. Despite the thought always being present in Kenneth's head, he never thought it would become reality. He wasn't careful and lead a murderer to his home.

To protect his family, with a false hope to recover his relationship with his wife, they all moved to California to try and start anew. Kenneth wanted, in comparison, an uneventful job with little responsibility. Through a family friend, he was able to get a job as a network administrator for a local company, and was able to work from home on most days. This was a direct contrast to his life as a police detective, so the issues in the relationship with his wife quickly resurfaced and eventually bursted.

A worthy mention: Kenneth learned communication basics in Japanase after several years of work related contact with a company plant situated in Japan, this includes occasional business trips, language courses, and daily learning.

Even after 7 years, Kenneth couldn't stop thinking about his day to day interactions with the community of Los Santos and with his fellow public workers, that's why, once the divorce was inevitable, Kenneth decided to move back to where he grew up; Los Santos.
