Los Santos Police Department
PRELIMINARY BACKGROUND APPLICATION – Police Officer
(Rev 03/2022)

Instructions to the Applicant

The information you provide in this Preliminary Background Application will be used in the background investigation to assist in determining your suitability for the position of City of Los Santos Police Officer, in accordance with San Andreas POST Commission Regulation 1953.
  • • It is your responsibility to complete this form and provide all required information.

    • This document must be filled out electronically and printed.

    • You must respond to all items and questions. If a question does not apply to you, write “DNA” (does not apply) in the space provided.

    • Send the completed form to your background investigator or the department. Do NOT send the form to POST.

(( Your application must be titled "Firstname Lastname. ))

(( Your answers should only replace the fields that say "Answer." It should not extend outside the color code box. ))

(( Do not edit the application format in any way. You may add additional fields to any area or questions or replace hyperlinks with DNA. ))

(( You may be non-select if your application is put on "Pending" status more than twice for formatting issues or missing questions. This is also the case in character. ))

(( Upon completion of this application, your character will undergo a 'psychological evaluation'. This is entirely an NPC process. It is your responsibility to inform the Personnel and Training Division if your psychological evaluation fails or shows any concerns. ))

Disqualification

There are very few automatic bases for rejection. Even issues of prior misconduct, such as prior illegal drug use, driving under the influence, theft, or even arrest or conviction are usually not, in and of themselves, automatically disqualifying. However, deliberate misstatements or omissions can and often will result in your application being rejected, regardless of the nature or reason for the misstatements/omissions. In fact, the number one reason individuals “fail” background investigations is because they deliberately withhold or misrepresent job-relevant information from their prospective employer.

BOTTOM LINE: You are responsible for providing complete, accurate, and truthful responses.

  • Spoiler: show
Quentin Cowles was born on Nov. 1, 1986, in Richmond, Virginia and grew up in the country, where he was taught the virtue of hard work from an early age. His family was the owner and operator of Cowles Farm LLC, a generational farm that had been the foundation of their family's livelihood for decades. As a child, Quentin had been asked to assume responsibilities well beyond his years. By the time he reached his teen years, he was managing seasonal workers, tending to livestock, and handling the procurement of supplies for the farm. Although this lifestyle taught him discipline and resilience, it also developed a sense of entrepreneurship because he learned early on the ins and outs of business, negotiation, and resource management.

Quentin had attended Richmond Community High School, an academic college preparatory school in the heart of the city, despite being raised in the quiet rural outskirts. His prodigious intellect earned him a seat there, but he had no taste for traditional learning. In contrast to many of his peers whose concerns revolved around grades and future college plans, Quentin was drawn away from structured learning, seeking knowledge from practical experience. He did not want to be a farmer for his entire life, and he also did not want to go to school forever, so he realized that he wanted to be in the city and not a farm; the fast-paced life of the city was a far cry from his sedate and quiet upbringing on the farm.

Quentin’s life changed drastically when he became a father at age 20. His son came along, and he realized he had to had to create something bigger than what he could produce from the farm. Though he respected the legacy of his family, he wanted to create a legacy for himself that farming wouldn’t be able to provide. With little formal education, he could be seen to have a disadvantage, but years of practical experience in an actual business, Quentin switched to real estate investing, founding QC Holdings LLC. He transferred that same work ethic he developed on the farm, working tirelessly to create his company from scratch.

But this unrelenting push had a price. Quentin's relationship with his family suffered greatly due to his inability to shift his priorities away from business. Ultimately, his son's mother resented this obsession, leading to a wedge that their relationship couldn't overcome. She eventually left Quentin and took their son with her. The distance put a strain on their bond to the point where they hardly maintained contact, and years went by with barely more than occasional phone calls. Quentin dug deeper into his business, doing everything he could to convince himself that one day money would cure all ills.

That belief was shattered when his son headed off to college in San Andreas. Inevitably, the toll of two lost years became inescapable. When Quentin got back in contact, he learned that his son was suffering in silence, unable to share his feelings or struggles. For the first time in ages, Quentin was at a loss. It was a harsh wake-up call, no level of success in the business world could ever compensate for the time he had given away as a father. So Quentin moved to Los Santos, abandoning his successful real estate company for his child. Yet Los Santos city life could have been nowhere further away from his country upbringing. The pace of life, the unpredictability of the streets, and the absence of the tight community that had once surrounded him forced him to relearn how to live from the ground up. No longer was this the familiar farm and small-town business dealings, this was a new world entirely.

But Quentin is nothing if not flexible. He understands that he can’t change the past, but he is determined that actions, not words, are what will prove whether he is committed. He’s learning that support for his son isn’t purely financial; it’s being there, it’s listening, it’s understanding. Quentin’s top priority is this second chance at fatherhood. He is yearning for peace of mind, to demonstrate responsibility, despite the burned reminder of the time he was selfish and ultimately, when he left his son behind. He didn’t just move from Richmond to Los Santos to rediscover himself; he moved to be available, and to demonstrate through actions, not just words, that he stands ready to be the father his son has always needed him to be.
