PRELIMINARY BACKGROUND APPLICATION – Police Officer
(Rev 03/2022)

Instructions to the Applicant

The information you provide in this Preliminary Background Application will be used in the background investigation to assist in determining your suitability for the position of City of Los Santos Police Officer, in accordance with San Andreas POST Commission Regulation 1953.
  • • It is your responsibility to complete this form and provide all required information.

    • This document must be filled out electronically and printed.

    • You must respond to all items and questions. If a question does not apply to you, write “DNA” (does not apply) in the space provided.

    • Send the completed form to your background investigator or the department. Do NOT send the form to POST.

(( Your application must be titled "Firstname Lastname. ))

(( Your answers should only replace the fields that say "Answer." It should not extend outside the color code box. ))

(( Do not edit the application format in any way. You may add additional fields to any area or questions or replace hyperlinks with DNA. ))

(( You may be non-select if your application is put on "Pending" status more than twice for formatting issues or missing questions. This is also the case in character. ))

(( Upon completion of this application, your character will undergo a 'psychological evaluation'. This is entirely an NPC process. It is your responsibility to inform the Recruitment and Employment Division if your psychological evaluation fails or shows any concerns. ))

Disqualification

There are very few automatic bases for rejection. Even issues of prior misconduct, such as prior illegal drug use, driving under the influence, theft, or even arrest or conviction are usually not, in and of themselves, automatically disqualifying. However, deliberate misstatements or omissions can and often will result in your application being rejected, regardless of the nature or reason for the misstatements/omissions. In fact, the number one reason individuals “fail” background investigations is because they deliberately withhold or misrepresent job-relevant information from their prospective employer.

BOTTOM LINE: You are responsible for providing complete, accurate, and truthful responses.

  • Spoiler: show
Hesh Riley grew up on the south side of Los Santos, in a neighborhood where the sidewalks were cracked, the buildings were weathered, and people looked out for each other because they had to. His family lived in a modest apartment above a corner store. Life wasn’t glamorous, but it was honest. His mother worked long hours at a local diner and cleaned offices during the night, while his father picked up mechanic work wherever he could find it. From a young age, Hesh understood what it meant to work hard and put family first.

He was the kind of kid who noticed everything. While other kids played outside or got into trouble, Hesh was often inside taking apart old electronics or reading books he borrowed from the local library. He wasn’t afraid to ask questions, and he was always curious about how things worked. His interest in technology started early, sparked by a discarded laptop a neighbor gave him. He spent hours learning how to fix it, how to code, and eventually how to build simple programs on his own. He didn’t have the newest gadgets or access to high-end tools, but he made the most of what he had.

Outside of school, Hesh took on a lot of responsibility at home. He helped care for his younger sister, ran errands for his parents, and even looked out for elderly neighbors in his building. These early experiences taught him discipline, patience, and the value of doing what’s right, even when it’s not easy. He saw things in his community that stuck with him, from acts of kindness in tough times to moments of violence that left a lasting impression. All of it shaped his view of the world and the kind of man he wanted to become.

When Hesh started high school in 2017, he was focused and determined. He wasn’t looking for popularity. He was looking for opportunities to grow. He quickly gained a reputation as someone who was smart, dependable, and quietly ambitious. He joined the coding club and participated in volunteer events around the city, often staying late to help clean up after school functions or mentor younger students who needed extra help.

He graduated in 2021 with solid grades and a growing portfolio of tech projects he had built on his own. That same year, he was offered a position at Netflix as a Software Development Engineer I. It was a big step for someone straight out of high school, but Hesh didn’t back down. His job involved developing and maintaining software components, collaborating with other engineers, and making sure systems ran smoothly for millions of users. He adapted quickly and proved himself to be a reliable and thoughtful part of the team.

While the job offered stability and a bright career path, something inside Hesh never stopped pulling him back to the streets he came from. He would drive through his old neighborhood and see the same issues that had been there for years. Poverty. Crime. A lack of trust in law enforcement. He began to ask himself what real impact he was making behind a desk, and whether he could do more by returning to the place that shaped him.

In 2025, Hesh made the difficult decision to leave Netflix. It wasn’t because he failed. It was because he wanted to serve in a different way. He applied to the Los Santos Police Department because he believes that real change comes from people who understand the community and are willing to stand up for it. Hesh knows what it’s like to grow up with fear, to question whether anyone in power actually cares. He wants to be the kind of officer who earns trust, not demands it.

Hesh is not motivated by the badge itself, but by what it represents when worn with integrity. He believes in fairness, in communication, and in showing up for people when they need it most. He’s not looking to escalate problems, but to solve them. With his technical background, he brings a detail-oriented mindset, but more importantly, he brings a deep respect for people and the city that raised him.

Joining the Los Santos Police Department is more than a career move for Hesh Riley. It’s a commitment to protect and serve the very streets where he learned what it means to be strong, honest, and accountable. He is ready to give back, to be a part of something bigger, and to help build a safer and more respectful Los Santos.
